A local search has PPC ads, the Map Pack and then organic search results all on the page. The way a Map Pack or local search appears all depends on the searcher’s query placed into the search engine. 

Without local SEO, a company may never appear in the Map Pack for local SEO. 

As you can see, the intent of a Local-SEO strategy is to get you as high of a SERP ranking as possible.
